Romania’s first Large Voluntary Collection Centre was inaugurated on Monday in Cluj-Napoca, following an investment of over RON 27.4 million financed through the National Recovery and Resilience Plan (PNRR), plus more than RON 5.2 million in VAT.
Acting Environment Minister Diana Buzoianu, attending the opening event, said the centre addresses long-standing problems for residents, noting that it offers a modern destination for bulky waste and materials that cannot be collected door-to-door. She highlighted that recyclable wood, metal, plastic and paper “re-enter the local economic circuit as secondary raw materials”.
The Cluj facility covers 1.4 hectares and includes concrete platforms and dedicated containers, a chemical analysis lab, administrative spaces, a refrigerated room for animal carcasses, and a heavy-duty scale for monitoring waste flows, the Environment Ministry said.
The centre allows separate collection of household waste not handled through door-to-door systems, as well as special waste streams – including recyclables, biodegradables, bulky waste, used textiles, wood waste, furniture, tyres and discarded electrical and electronic equipment.
The Cluj Large Voluntary Collection Centre is the first of 13 such centres to be built nationwide through NRRP funding, in cities including Craiova, Buzau, Brasov, Constanta, Iasi, Bucharest and Sibiu.
